DAVID G. CARRASCO, a longtime resident of the lower valley, is truly committed to the development and operation of water, wastewater, and solid waste operations for the Lower Valley Water District and its customers. He is responsible for implementing and overseeing policies that are set by the Board of Directors.

Attending schools in both Clint and Socorro, he eventually went on to earn both a Bachelors and Masters Degree from the University of Texas at El Paso. Mr. Carrasco is currently active in several professional organizations, including the American Water Works Association, Texas Rural Water Association, Solid Waste Association of North America, Texas Water Conservation Association, and Far West Texas Water Planning Group.

Having served on the Board of Directors since 2004, Mr. Carrasco is dedicated to serving the Lower Valley Water District with excellence, distinction, and integrity.
